Anyone is free to upload their maps to the file archive. As long as it's for one of Unreal Software games, it's ok. If the map is poorly made, you will be asked to remove it or a moderator will remove it for you. You can upload a file by clicking "file archive" on the left near other links, selecting section for your upload and pressing "Upload a new file".
Also, refer to thread us [GUIDE] How to make a good file upload? as it will make the upload better/& more attractive to people looking at your file.
