That's because a windows server license is very expensive. You won't find any free windows VPS

There is no any free Windows VPS anywhere currently, the only one is SubnetWeb but we already stopped them due to the expensive license. ( SoftLayer charge you 20$ for the license every month for every windows server. )
Linux is free and usefull and you can use it for cs2d just like on Windows.
