They are mentioning that Asians are too smart to get a F at an assignment and if they get one they would blow up the world.
And rednecks are not that smart, so if they get an A they would also blow up the world, just for being to happy.
It's just a joke.
Not mentioning that there ain't dumb Asians and smart rednecks.
