Nope. Most girls if not all love it when the male does something romamtic. Also girls I have been with admitted they had no idea what to do to create romance.
It's just not their normal thing to give. And I have to say that it would be hard to do this when being a girl as todays movies don't show girls doing something romantic. But they do love it. There is just no standard thing every guy likes as romantic being shown for girls to take note to.

I assume you mean that they are kind of rude to you but still flirting and that makes you confused.
If so there is two options:
First one, she likes you but doesn't have any experience in how to make you feel needed, keep in mind that when a girl is looking for relationship with the opposite sex she is looking for a friend that she can share and talk with, her knowledge about man friendship is all about being rude to each other (so far, I suppose she is young). Therefore she is being rude to you so she can win you as a friend.
Second thing that comes to my mind is that she thinks you are a creeper and you should probably back off.
If you really want to learn something about ''woman logic'' I highly recommend the book ''Men are from mars women are from venus'' it's basically about how to retain the love after it fades out from the daily life but it covers both men and women's logic.
Yates I've been with 2 girls only but both of them were romantic. I don't think it's different for everyone, but even the girl you wouldn't think can be romantic is romantic. 1
