I really think that it's pretty obvious that only the server should be able to change things like that.
like the fog of war, weapon damages etc.
It would be like cheating if clients could use their own values.

how about the voting system? omfg it annoys me so much, like i often get banned from a server by just 1 vote! its kinda stupid getting banned, why not just kicked or banned for 20 minutes? something like that would be much better

this can't be true because it is absolutely impossible to get votekicked by only one vote. the minimum is always 2 votes or even higher depending on the number of players in your team and the server settings.

default is min. 66% of all players in your team have to vote you + minimum 2 players.

No.
Bad idea.

Bandage already exists anyway.
Come up with something that doesn't exist instead.

I just got one idea, a tile that moves the player to another tile circulating almost like the tile scrolling but something that can move the player, I remember |jUSTiN|'s map csde_airport it had a conveyor belt, but it's ashame that it didn't work as I thought.

In my suggestion, I would suggest that the conveyor belt should be able to move a Player pixelwise through the chosen direction, if that's not possible maybe a more basic structure of the conveyor might work, only simple directions: up, down, left and right. (this might require a new entity for example: info_conveyor)

It would be cool to see this work in CS2D, it could also be a really useful entity, it could move players that are AFK(away from keyboard) by using the trigger_delay into a death pit, anything like that. It would be awesome if you could set the speed on it too.
